Transparent budgets enable citizens to obtain complete, accurate, timely and understandable information about the budget. Hence, citizens can get informed and influence the more efficient collection of public funds and supply of public goods and services, increase accountability of local authorities and reduce opportunities for corruption. Maps show the local budget transparency in the period from November 2014 to March 2015 measured by the number of following key budget documents published on the official websites of the counties, cities, and municipalities:
- 2013 year-end report
- 2014 mid-year report
- 2015 budget proposal
- 2015 enacted budget
- 2015 citizens budget.
The publication of the year-end and mid-year reports for 2013 and 2014 respectively was examined from 13 November to 20 December 2014, and the publication of the budget proposal, enacted budget and citizens budget for 2015 from 2 February to 31 March 2015.
